The Memphis 3.0 Comprehensive Plan lays out a framework for investment and change that prioritizes mixed-use “community anchors” to catalyze improvements to surrounding neighborhoods. Small area plans implement this vision by further engaging with communities to develop focused conceptual visions for increasing housing options, revitalizing mixed-use areas and investing in infrastructure, civic spaces, and streetscape improvements to support additional public and private investment.
